Is this overkill for small batch brands?

No. The point is not to turn a small brand into a giant compliance department. It is to give you enough structure around claims, labels, ingredients, and records that you are not reinventing the wheel every time the business grows.

Is this only for new brands?

No. While SMCCS™ is especially useful before launch, it is equally valuable for existing brands that want to review and strengthen their claims, labeling, and documentation practices. Many small businesses build systems informally at first and later need clearer structure. SMCCS™ helps bring those pieces into alignment.

Does this include EU compliance?

Version 1.0 focuses primarily on the U.S. cosmetic regulatory framework. It includes a brief overview of the EU system and a comparison of key structural differences. A more detailed EU-focused expansion may be developed in the future.

Do I need this if I sell locally?

Yes. Selling locally does not remove the basic federal requirements that apply to cosmetic products. Markets, local shops, direct sales, and online sales still sit inside the same regulatory framework. SMCCS™ helps you build the basics early so growth does not force a complete rebuild later.
